"Service Units" or CPU hours aren't explicitly allocated to end-users/projects. All University researchers can complete an RDMP with Artemis access and start using it straight away. Instead, we assign job priority based on each project's recent usage of Artemis HPC relative to other projects. As your project's Artemis usage increases, the priority of your project's future jobs decreases. For more information read What is the Artemis Fair Share resource allocation model?
