add watch list field into the form

Currently, when an incident is raised, the ticket is only visible for the author.

By adding the watchlist field on the front end of the form, this allows the user to include their team or shared inboxes to also track the journey of the ticket.

The watchlist function also provides additional flexibility for ticket visibility and tracking for when team members are on leave (e.g. sick leave)
