There are validation rules from AQ that will help users populate the corresponding Phone preference.
📊 Solution hypothesis
These validation rules will prevent updating the preference field where it does not point to a populated number or email.
Make the Phone and Email fields read only which is then fed by depending on the Phone / Email preference selected.
